Why is a Strategic Planning cabinet position the best solution?

We currently have a budget process, not a planning process, and that process is mainly controlled by Congress. A strategic planning cabinet position would enable the Executive branch to take a more proactive and dominant role in setting priorities and establishing a national agenda.

It would place Congress in a more reactive position, having to respond to a cohesive set of Executive branch priorities and initiatives.

If implemented effectively it creates an opportunity to rise above and at least partially bypass Congress's disjointed and partisan governing process.

In corporations the executive branch is responsible for creating strategy and developing implementation plans. The same should hold true in government. The chief executive and staff should develop strategy and drive the planning process. The role of Congress is to control the purse; it’s the CFO.

Currently our Executive branch has 15 cabinet positions. While each of the functional areas they represent is important individually, there is nothing that binds them together collectively. A strategic plan would serve that purpose and a senior cabinet level position responsible for both developing a national plan and overseeing its execution could pull all the pieces together.
